Under Section 41 of the Bharatiya Nagarik Suraksha Sanhita, 2023 (BNSS — which replaced the CrPC from July 2024), UP Police have the power to arrest a person anywhere in India for a cognizable offence without requiring a warrant or Delhi Police permission. Additionally, if a Non-Bailable Warrant is issued by a UP court and you do not appear, a Look Out Circular (LOC) can be issued — this prevents departure from any Indian airport or port. No. A Delhi-enrolled advocate cannot appear before the Allahabad High Court or any UP district court — only advocates enrolled with the Bar Council of Uttar Pradesh and the Allahabad HC Bar Association can do so.
